Free cavity wall insulation but tenants wont sign

Hi, wonder if anyone can help. I own a flat within a block of 8. Its currently rented out. To help with heating bills, and take advantage of the free Government handouts, I would like to get cavity wall insulation. Six of the other tenants/landlords within the block are delighted that a local firm can do the work free of charge and they are willing to do all the relevant paperworkfor us too. However two of the tenants in the block are suspicious and won't sign up thinking it may be a scam which means that we can't forge ahead and get it done. Is there any way we can force these two tenants?

Invite everyone landlords, tenants & all to a "block party" - and get each flat which is going ahead to say so & that they're happy with it. If you can get someone who'se already taken advantage of the scheme to come & enthuse, so much the better & may ressure the tenants it isn't a scam.
They're tenants. Do they not want to live in a nicer, warmer, cheaper to run flat? Are they being asked to pay anything? Why do they think it's a scam?0 -

Possibly the other two don't want cavity insulation. A quick search on Google will help you see why that might be.
