Mortgage deal ends Jan14 - when to apply

Our current deal ends 28th Jan 2014. I feel that previously we got a stinking deal via a mortgage broker or perhaps it was simply our own fault at accepting it, or even the best deal for us at the time.
My husband and i bought our first house together in 2000, I already had a smallish mortgage and it had been renewed in 2008. So the broker got us a deal with two products on separate rates (Halifax).One fixed for 3yrs and one for 5yrs. This meant however that we were really tied for 5yrs as we couldn’t remortgate part of the house!
We currently have one product on the base rate of 3.99% for £70k (original fix term ended) and another £60k on a horrid 7.24%.
When would you suggest we start applying for mortgages? We hope to be in or around the 85% LTV.
