Excel parking Fine

I have just received a parking fine from Excel for parking in the Peel Centre, Stockport. At first I thought it was a mistake as I saw no signs, nor payment stations. I have never used a retail park that required payment before so assumed this was the same. If I had known, I would have paid.
Reading previous threads, I realise I am one among many that this has happened to, but as the advice is to start one's own thread in order to receive the most recent and relevant information, I am hoping that someone can tell me the best way to proceed?

You need to send an appeal to the parking company (PPC) within 28 days

It doesn't much matter what you say in your first appeal to the parking company (PPC) as they will almost certainly reject your appeal.
The object of appealing to the PPC is to get the magic code so you can appeal to POPLA, where you WILL win, provided you follow forum advice.
As you did not see any signs, your best bet is to send them a short appeal based on signage and genuine pre-estimate of loss. However you do need to do the legwork for yourself. The first step is to READ the first link I gave you, read some recent threads, and draft a soft appeal (you will understand if you read the threads).
When you have got that far, post your draft appeal here, and the regulars will help you finalise your appeal to the PPC.

You'd find guidance if you read pretty much any other thread on this forum. As I said to another newbie, don't stay in 'splendid isolation' on your own little thread.
You will also learn a lot more about this scam and what to expect next by reading other threads. Just don't bother to read the court claim threads (doesn't happen to those who appeal and win at POPLA). Go back to page one of the parking forum and put the single keyword 'Peel' into the 'search this forum' heading above the threads (to the right of 'forum tools'). Change the default search to 'show posts' not 'show threads'. Read the results!!

Actually I did read a lot of the threads but became somewhat confused by a range of sometimes conflicting suggestions and all the stuff about court appeals which can be a little alarming!
So thanks for the advice about how to narrow it all down to what is relevant to me.0 -

They have no right to ask you to name the driver - and you are under NO obligation to provide them with any such information. You must complain to the BPA (some cases have been dropped after such action). Copy the email they sent you with your complaint. Here's the email addy:

Not safe to ignore. You write back, referring them to POFA, BPA and POPLA rules that allow the keeper to appeal.
"Anyone can appeal such a parking charge notice providing they follow the process below. If you want someone to appeal on your behalf, such as a family member or friend, they can do so but there can only be one appeal for any one parking charge notice." http://www.popla.org.uk/makinganappeal.htm#whocan
Inform them that if they do not either accept the appeal and cancel, they MUST supply you with a POPLA code. If they fail, then you will use that in any court action they may try to pursue.
And, as advised, complain to BPA.0 -
You could always reply that as the registered keeper you will supply the drivers name following receipt of their cheque for £70 to cover your admin costs!0

So please forgive me if I ask on this really busy forum where we are stretched beyond belief, why were you not expecting that letter when you read about it on the other dozens of Excel and Peel Centre threads?
