anybody tasted the lily O'Brien's as I need to know what they taste like before I give them away

The whole point is that if the utility bills are in your name (and they should be) then you don't need the landlord's permission to ask for the meter to be changed. Why should you be penalised because the previous tenants had financial problems? Same as you don't need permission to change supplier. Any landlord who keeps the bills in their own names is running a risk.
