That is wrong. Ring Tescos HO and tell them, they will ring the store and correct them. They usually send you a letter that states that they accept downloaded vouchers as long as they have the T's &C's on them, which those 2vouchers do, so that if you are stopped again, you can get the letter out. Plus, you may get a money card if you tell them that you were humiliated in front of other shoppers. Then you can take your vouchers and letter back to the same branch. Try to shop in the day, so if they still say no, get CS to ring HO for you, quoting your letter ref no. to HO.

My local Iceland refused a Chicago Town safe coupon so I phoned their CS to complain & they sent me £4 of Iceland vouchers.
