Sainsbury's and Parking Income.

I have just noticed that our nearby Sainsbury's have now taken the PPC shilling. They are using Horizon Parking, and their one-and-only sign is very interesting. It states that "any income derived from parking charge notices will be used to fund the operation, with any surplus donated to Mencap".
So they (with Sainsbury's approval) have admitted that they are not only claiming for any actual pre-estimate of loss, but are generating an "income" from the excercise. They are AOS members, I wonder if a complaint should be made to the BPA?
