Making a petticoat bigger on waist?

I bought a mermaid petticoat for my wedding dress (bought from China, love it so much!) which is the perfect shape but too short for me! I'm 6ft tall without heels.

If I pull the waistband down to sit on my hips the length is much better but the elastic is too tight and gives me a muffin top.

I'm not at all good at sewing but can anyone give me some hints on how I might be able to make the waistband bigger?

can you post a pic of the top of the petticoat?
Depends on how the elastic is attached what can be done!

If it's in a casing, you could simply take it out & add new, or a drawstring?

Thankyou LE3! I won't be able to take a pic of the top of the petticoat until monday, but in the meantime here is a photo of a petticoat that has a waistband that is the same as mine: http://www.blissfulgifts.co.uk/images/products/petticoat_2layers_115.jpg Its like a round of elastic sewn over with fabric but not ruched if that makes sense!

How would I make a drawstring? I'm really terrible at this sort of thing but very happy to give it a go!
