    I have sent a similar letter to that of my first posting to the European commission for human rights, it's my last hope as I have tried absolutely everything else.

    my responce was to OP, I read his 1st post and was asking a reasonable question. He states he used his savings, his inheritance, his shares and he had got a (I'm assuming) fairly large payout for an accident. Now all of those don't add into his salary which now stands at 14k.

    The 27k sum stated was an accurred amount over 12 years.

    1, Last June (2006) I came to a joint arrangement with my ex to get the CSA off my back by opting for the 'direct pay arrangement', we notified the CSA with them telling us they would have no further involvement.

    2, October 9th (2006) I received a letter informing me that I was to be re-assessed for more money and that a new figure was to be applied.

    3, October 30th (2006) I received my new assessment of which I questioned (strangely enough) due to the small amount, I was told that it was all correct and verified going on the information I had given, I was also told that I had possibly over paid as my housing costs hadn't been updated for 8 years even though I asked my MP to look at my case
    in 2005, she was told that it was correct and up to date.

    4, November 8th (2006) I received a letter confirming the new amount and also informing me of a possible overcharge of over a £1000, I was told anything I had over paid I was to recover from my daughters mother!

    5, January 31st (2007) I received a letter informing me that I was now to pay an increased amount, yet there were no changes to my circumstances since the October assessment.

    6, Febuary 1st (the next day) I received a letter informing me that I was now to pay a different amount than that of the day before, also that my payments were in arrears threatening to give my employer a Deductions from Earnings Order.

    7, Febuary 8th (2007) I received a letter informing me that I must make an immediate payment otherwise legal action would be taken to recover the amount, funnily enough with no mention of the £1,000+ that I had overpaid previously.

    Usually when you have overpaid they offset it against future payments. I cannot see how they can ask you to pay arrears when you have previously overpaid, unless they have taken the first amount off and there are still arrears left over. Have you got an account breakdown? This will state all payments made to them and what was due? If not, ask the accounts section dealing with your case for one and cross reference all the information.

    They may have not actioned the request to put you on direct pay and may be treating you as a non-payer instead - have you checked that they have the info regarding the direct pay?

    If I were him... I would cancel any payment and let them put him on the new system!

    Would they do this if he just stopped paying? Surely the CSA would want everyone on the 'new' system?

    Would it work like this Kellogs? Do CSA try and get people on the new system, or doesn't it bother them?

    The only person who can get the NRP onto the new system is the PWC - if they don't want to, it won't happen. Unfortunately stopping payments won't force him onto the new system, just further into arrears which they will try and recover. If it were that easy, all the NRPs who stand to win by being on the new system would have done this by now!

    But is that not the whole point? I'm a PWC working to pay Council Tax, Water Rates, Phone Bills, Gas etc. Oh and two children that I have to bring up with absolutely no help from dad financially or emotionally.
    I'm not a "SINGLE" mum, I'm a "DOUBLE" mum!:D

    CSA. We are currently looking at our own proposals for it's reform, and
    I will certainly bear in mind your interesting comments during our
    discussions.

    March/April 2006
    I was made aware that Sir David Henshaw was seeking the public's
    idea's on a new system, of course I sent my suggested system to him.
    I received a reply the next day thanking me for my comments and was
    asked if I had anymore to please send them in....of which I did!

    I have since seen a lot of the suggestions I made talked about on the
    news and in the press, obviously I was in no way the only one to come
    up with a solution, but it's nice to think that I might have had a little
    input!
