The cameras are there to prevent drivers from passing thorugh then the lights are on red, however unlike red light cameras they are also active when on green and amber monitoring speed.
Red Light and Speed on Green Cameras have a dual purpose. they monitor speed and also red light jumping. As the Red Speed Cameras also monitor speed the housings are painted yellow to make them visible to motorists from a distance.I am a mortgage broker. Some red light cameras are also dual purpose and flash for speed too.
Jumping a red whilst speeding are two offences, one could even argue a third of careless driving, depending on circumstances.0 -

I'd like to see that one stick.
32 in a 30 is surprisingly strict for a camera, and a picture doesn't tell a magistrate when the driver went through the red. Sometimes it's unsafe to stop at an amber light.
In separate, recent incidents, I have seen a car very nearly shunted because he stopped sharply at an amber, and a car being beeped for going through on amber on a badly set-up junction where one the gap between light changes is insufficient for someone who is caught with a late amber to turn right before the other way goes to red/amber.0
