Petite Wedding Dresses for under 5ft tall?

Hi, I'm new to the site, and getting married next year. :j
We only have a small budget and I 'm planning to do a lot of things myself to keep the costs down.
I am only 4ft 11inches tall and I'm having a nightmare trying to find an off the shelf wedding dress that fits me properly. (I have a 38inch bust too!). I simply can't afford to have one made to measure, even alterations can be so costly! I have considered a second hand dress off e-bay etc but would really prefer a brand new one if possible.
Do any of you wonderful people know anywhere I might have some luck?

Although you might not buy one from a bridal salon I would still go, to get an idea of what suits you, then you can research similar dresses after0

I have tried several dresses off the shelves in bridal shops and department stores but it's hard to see if something suits me when the proportions are all wrong. The bust/waist/length etc tend to be in the wrong place.
Petite dresses are better, they tend to still be too long. But they are better. I guess I was keeping my fingers crossed that someone would know where they stocked petite wedding dresses, that I may have a good chance of being able to alter with only minor issues, as I have ran out of places to go.
