The Uk has no "soveriegn wealth fund" like Norway or Singapore for example...

... but we could have if we had used North Sea oil.

But even though it's too late for that... The Queen could could help now ...

    Well yes, we could have. But then we'd just have more debt then, wouldn't we? If it was a good idea for the UK to borrow money in order to finance investment in South Korean steel plants (or whatever) we could have done that anyway, North Sea oil or no North Sea oil. For some strange reason, that idea seems never have occured to any UK government.
