new 95% mortgages

can someone please help with a slight disagreement
I read about David Cameron and his 95% mortgage help but I was under the impression it was for first time buyers and new homes ( and I thought it was mainly for the scheme where the government loan you 20% and then you have a small deposit but I can't think what that scheme was called ) but my in laws say its open to everyone and for all properties
my daughter is hoping to buy a shared ownership flat under the rent to buy scheme - would it help her ??

    Nothing to do with shared ownership - separate scheme.

    2 help to buy schemes

    phase one is new build with 20% equity loan scheme (selected new properties only)

    phase two (brought forward this week) is mortgage guarantee for old and new properties

    so just to clarify the new scheme announced by david Cameron won't make any difference to my daughter - she has been told the buy to rent scheme that she's on she can have a 5% deposit and a 95% mortgage ?
