Possibly a silly question.
if the answer is yes, can l get a buy to let mortgage in the UK for a rental property outside it? I guess the rates would be higher than one to cover a rental property within the Uk?

Only if it's secured on a property in the UK.
For example, you remortgage your UK main residence to raise money to buy a property in Spain.
If you want to mortgage a property overseas, you'll need to raise a mortgage from a lender with a presence in that country. It may have a UK arm you can deal with.I am a mortgage broker.
