I woulder if that would be sufficient grounds to terminate an in contract line rental?

It is a very poor article. The truth is that most contracts allow price increases in the minimum term and also allow customers to break the contract without penalty if they do, as it states in 8.2 quoted in the Sky Contract, except if the increases is for legal or regulatory reasons. If they don't the OFCOM conditions mandate that you can leave without penalty.
The key phrase is material detriment. By definition, money is material. OFCOM (General Condition 9.6) requires the provider to write in advance of a change likely to be of material detriment, so they are kind of admitting it is a material detriment by telling you. But there is no formal definition of it anywhere.
Of course enforcing contracts is not easy - take them to court, or fight them to a deadlock letter and go to dispute resolution. If you are determined, and they have any sense, they will just gift you the £5-10 long before it gets to that.
Sky are also being naughty in not telling you that you can leave without penalty in the notification.
