I recently got a modest promotion, but I have been interviewing at other places as well. If I get an offer from somewhere else, is there anything my employer can do about me leaving so soon after accepting a new job?

No, the fact you have had a promotion has no bearing on anything, as long give the correct notice as per the contract you will be fine.0 -

They can legally refuse to give a reference for you and they'd be a bit peeved if you left very soon after a promotion but other than that...not alot.I don't know! Sue me for the costs of recruiting? Not bothered about the second unless it leads to the first. I have more reason to be peeved than they do!0
