Putting a charge on someone elses property

Hi there,
I am new to this forum and really hoping someone can help.
I lent someone £5000 a few years ago and there was a signed agreement.I have been propmised the money for years and finally took the plunge and went through MCOL money claims online to try and get my money back. I have followed all guidelines and the defendant replied back to say she was defending part of the claim, which to me suggests agreement that she owes me something. however this was back in July. since that time I have heard nothing and I applied for a judgement which went in my favour, I asked for full immediate payment and I have heard nothing. The defendant now has a CCJ against her name. MCOL can issue a warrant for £100 but is this a waste of money? I would love to issue a warrant but really does the average household have £5000 of belongings to sell off? They have an old car and that's it plus normal household stuff.I wanted to put a charge on the property but how do I do this? I thought I could start the process through MCOL but it appears not. Please can someone advise me on this?

You can ask the court to charge the person’s or company’s land or property.
To do this, fill in a charging order. (<---- Link)
