Paypal annual recurring billing issues

Not sure which forum to post this on and paypalsucks.com is closed for registration.
I bought some business web directory listings for my freelancing business.
I completely forgot I signed up for this and business is being drawn to a close. I forgot that I signed up for the service and it was on a recurring billing plan.
Long story short, I was hit with a rebill a few weeks ago. Filed a dispute saying I was not given notice of this and I no longer need this service, had I known I was going to be rebilled I would have cancelled.
Anyway, paypal refuse to refund me because they say it's virtual goods and they do not deal with refunds for virtual goods.
Where do I stand with this? Are there any FSA guidelines which require service providers to provide advance notice that they will be billed before doing so with annual billing?

Edit: for clarification. This was the second payment to the web directory company. I paid for the service on registration, and I am disputing the renewal. I would like the business information removed from the directory and want to get a refund on the amount i paid (paid in advance annually).

I don't have any advice sorry, and hopefully someone will come along who can help, but paypal also p1sses me off too. I opened a paypal account about 3 months ago to give some money to a charity, and then about amonth ago, I lent some money to a friend who lives miles away (£125) and managed to send the money through paypal. It came out of my bank account and into paypal, then they forwarded it to her.
Last week, she sent me the money back through paypal, and lo and bloomin' behold, the swines won't let me withdraw it! £125 in paypal that I can't touch!
They said I have to verify the account, and sent a small payment of a penny with a 4 digit code with it, for me to enter in to paypal. But to be honest I haven't done it yet, as I haven't managed to get to the bank to get them to show me the damn transaction! (No I don't do internet banking, and don't want to.)
The same thing happened to someone else I know, she she did enter the four digits, and they STILL wouldn't give her her money, as her paypal account was new, and they apparently have a 'right' to withhold the money for 21 days or something! (Something to do with preventing money laundering.) So Gawd help you if you need your money quickly!
On the plus side, I recently opened an ebay account, and purchased a gift for my friend's birthday yesterday, and I was 'allowed' to use some of the £125 in my paypal account to pay for it! I am so honoured!

To be fair with paypal. I've used them since 2003 and have used them for a variety of different businesses.
had a few frustrating issues with them but to their credit they've made doing business online very good.
The issues you address are pretty standard security, they don't know who you are, you could be anyone. So they do have to do all these checks to make sure you are who you say you are. I do think you have to be slightly internet savvy to use them. You really need online banking.0 -
Did you speak to the merchant first? A large number of merchants will be happy to refund you if the service is genuine, although now you've filed a dispute and lost that bridge is probably burned.
If you don't care about your Paypal account you can chargeback with your bank and you'll get the money back, but Paypal will put your account into the negative and recover the money from you should you ever try and use Paypal again.
You're out of luck otherwise, they have no obligation to notify you of upcoming payments.0 -
Probably should have tried diplomacy first. Surely there should be something in the FSA guidelines with regards to these kinds of rebills? Otherwise car insurance providers will just charge you renewal and not bother to send you a curtosy letter like they do.0
