I would guess that the contact lens scheme is effectively purchased from the main organisation rather than the franchise. I'd probably start by contacting the main company and see how you get on.

Alternatively you could write to Captial Commercial with a copy of the prove it letter which would buy you a little time (which might help you financially) and should mean they will write with details of the debt and who the creditor was - which would then tell you if it was specsavers main co or franchise.
