visitor's parking card

I wonder if anyone has a similar situation like mine or if anyone can help at all ?
i parked my car on a visitor's bay displaying a valid visitor's card given to me by my family in law, when i filled the paper i didn't put the year just the day and the month (dd/mm) to my surprise the cockroach approached my car and left a ticket on the screen, i said to him that it's today's date and the year is very usless to add because i didn't save the card from using it last year as well as i wouldn't save it to use for next year and clearly there is no space for writing down the year, he said to me you have to appeal with a tone of some who's brain doesn't function according to common sense, after the appeal was rejected they said to me you have to pay or go to next level.
any help would be appreciated.:)

    It sounds like a council penalty charge notice, could you just confirm this please
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    Is there any instructions with the permit on how to complete it. either on the permit itself or in any paperwork the resident would have had. Just wondering if they even bother to state that it must br dd/mm/yy format

    Did you go to pepipoo? They can give you pointers, they can see if your pcn is compliant if you have uploaded there. Don't miss the appeal deadline otherwise you'll probably be paying this penalty charge.
