Major electrical works? Please help!

Hi,
We are in the middle of trying to buy a flat where council are the leaseholders.
Major electrical works are planned in 2015/16 but the council cannot tell us what these will cost or even what the work done will be.
I'm shaken up as today a friend got a bill for £25,000 for work done b the same council (who are notorious for ridiculous service charges)
So now I'm really worried-hence posting at this stupid hour.we just won't be able to afford mortgage plus repayment for work done.
Has anyone had a bill for major electrical work? What was done and how much was it?

I pulled out of buying a flat managed by the council for this reason years ago. If you do some research you'll see the council are notorious for charging owners excessively for work done.Don't listen to me, I'm no expert!0
