Is what and where I first posted about this (wasn't sure about an appropriate "where").
It's like dealing with a third world call centre that has a poor grasp of spoken and written English, despite their "resolution centre" being in Dublin (no criticism of Dublin or Ireland - most I've dealt with from that POTW have been brilliant).
They ask for 2 items i.e. photo ID and proof of address, yet when you provide both of those in 1 picture image (the bloke on the phone said that was fine), the person who must have initially viewed the image is obviously too stupid to realise that.
After all, a driving license is a "European model", so should give them all they need and the tax disc renewal form has the dates for the period that the disc you're applying for covers. Are the paypal people really this stupid ?
The only conclusion I can is yes, they must be.
To make it worse, their damn website offers the ability to upload the picture images, and when you try to do that with two different images (passport and water bill), it just "bounces" you saying that there's not enough space left to upload the second document.
There's nothing that I could find that told me about any image file size limits, and as they didn't like the driving license/V11 form image, there doesn't seem to be any way of remedying this i.e. removing it to make space for the new image files........

Open source software is cheap, or free. It's also pretty much compatible with anything you've probably paid for - It helps me save money
