government vote pensions - UK laging behind!!!!

Hi since we joined the EEC the government has only chosen to introduce the rules it see's fit and ignores the rest please read the enclosed article and vote . As the EEC says that pensioners should be entitled to up to 60% of the national average wage. Guess what UK is 30%.
This item is a less well known problem, but one which could affect all pensioners. In the early 2000´s all member countries of the EU signed an agreement to ensure that pension levels were all at a proportionate level, as compared with the average wage in the country concerned. The average pension around the countries in the EU is 60% of the national average wage.
The average pension in the UK is only 30% of the national average wage!
This petition to which we are referred is in relation to this situation, which is trying to force the UK Government to fulfil its legally agreed duty as a member of the EU and pay British pensioners the appropriate pension. The at-risk-of-poverty rate is 60% of median income. It is a target figure. In 2011, 25.8% of those over 65 were at risk of being below that figure.

No such legal duty exists.

The petition makes this claim:
"At the Laeken EU summit in 2001 there was a ratified proposal that all member states should endeavour to attain a level of 40% of their median wages as their basic state pension by 2007 and thereafter work towards 60%. "
Please provide a supporting quote from official documentation that confirms the accuracy of that claim.
The reason I'm asking for those things is that:
1. There is no sign of such an agreement.
2. There was a report presented at Laeken. The report did not say what the petition claims it says.
If you want to read what the report really says, here it is, at least the most relevant part:
"Member States should safeguard the capacity of pension systems to meet their social objectives. To this end against the background of their specific national circumstances they should:
1. Ensure that older people are not placed at risk of poverty and can enjoy a decent standard of living; that they share in the economic well-being of their country and can accordingly participate actively in public, social and cultural life 3; (3 says ' In this respect, benefits and tax advantages other than pensions should also be taken into account where appropriate')
2. Provide access for all individuals to appropriate pension arrangements, public and/or private, which allow them to earn pension entitlements enabling them to maintain, to a reasonable degree, their living standard after retirement; and
3. Promote solidarity within and between generations"
So, what the report really suggested is that member states should use a combination of state and private pensions, other income sources and benefits and tax relief so that pensions can meet their social objectives.
I have provided a direct quote from the report that contradicts the claims made in the petition and by you. Over to you to find something that supports your claims that it has to be state pension provision only.0
