Council Tax Rebanding Help

Hi, I have recently questioned the banding of my council tax and it was declined, I challenged this and again was declined. I was advised that this could not be challenged despite research as advised on this site I believe that the banding is wrong and have again questioned why it has not been changed. I have been advised that they use the sale price as of 1991 and that they do not use the same websites as advised here and that it also depends on if you had a fully fitted kitchen, bathroom, central heating and double glazing and the general condition of the property at the time. I have been advised that although the same properties two doors away may have had their banding changed it may have been because of these factors, please can you advise if this is correct?
