Another Parking Charge from Newquay

Having spent a few days searching this site following an initial Parking Charge received, I appealed to parking eye and as predicted have received their standard rejection with POPLA code.
The charge was for driving into an ANPR car park (Seems like the same car park many others are complaining about!), NOT parking , debating whether to stay , and leaving. £100 demand for 13 minutes in the car park without even getting out of the car!
Queries
1)Do I still write the POPLA appeal in 3rd person?

2)Looks like my appeal should include
a)lack of clarity of signage- especially regarding grace period? BPA code of practice? Info re being charged from moment you enter car park not clear.
Requested this from Parking Eye but no response.

b)Not genuine estimate of loss as no car parking space occupied, no contract entered into and is therefor a penalty?

A lot of you are doing some fantastic work on this forum but I have now read so much, I'm getting confused as to what to do next and the amount of information to send to POPLA.

Appeal on the grace period clause in the BPA Cop to PE andaskagain for the POPLA code.
When appealing to POPLA don't forget the no contract appeal point as well.

If it's Fistral beach I do believe there is a 20 minute grace period, or at least there has been in the past

I would write back saying that before you actually use the POPLA service, given that they have 15 minute grace periods at some other managed parking areas such as Fistral, would they reconsider the charge. Indicate that you will be asking them to produce their grace period policy at POPLA if not.

But remember your window for appealing to POPLA as well.

Hi trying to put my POPLA appeal letter onto here but has been 'blocked' twice - anyone have any ideas? Am using a mac and copying and pasting into quick reply box?
