My ParkingEye PCN Challenge

Guys,
This is the start of my challenge against ParkingEye which I'll record here on the Froums and request some help with.
I don't consider myself a total newbie and I've already done my research here and read tons of your helpful stuff on this topic.
This PCN is a Notice to Keeper and been done by ANPR cameras.
The NTK was sent and receive within the 14 days and they offer a 41% discount, so those T&Cs have been met unfortunately.
So firstly, below are the scans of front and back. (I don't meet the minimum posts required to add links, so it will have to be altered external copy/paste links)

Who is the landowner here? Who are the retailer/s if different? Are you in Scotland or NI?

I am in Wales.
The car park is named as HOME BARGAINS - but there are 3 business/retail premises actually on this site, all of which this car park is used for.0 -
Okay so it's not likely they are the landowner, so do a bit of research on google for who owns this land, look for managing agents, ask the shops for this information, if they are national chains just send them all emails asking for this.

I'll be sending the Strong Legal Challenge template letter.
But I'll be adding a bit at the top about how I believe the T&Cs have not been adhered to, re. informing me of the location of the offence.
I don't believe that simply HOME BARGAINS, TOWN/COUNTY - is enough information. I will be citing that I still do not know the exact location despite my searches, and there are actually 3 retail companies at the suspected site, and an address/post code could have easily been provided, but have not been by the PCC, deliberately to deny me the right to revisit the site as I don't where it is. This is in contradiction of BPA T&C and POFA 2012, as I have not been given the location of the offence.0 -
No it's not enough information, if you go for the strong appeal straight off its likely to be rejected the same as a soft appeal, it actually doesn't really matter that much what you write it will rejected.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. If you are living in Wales, then make them earn their keep. Reply to them in Welsh. Tell them that under the Law, if they take you to court then they will have to present the whole case in Welsh as this is your mother tongue and is protected by an act of parliment.
if they then write back in englishg write back in welsh and inform them you are intending seeking action against them for discrimination against you as a welsh speaker.0 -

Ha ha...unfortunately I am not a welsh speaker, so that reply would be impossible :-)
However, I have noticed that ParkinEye do put on their PCNs;
"ParkingEye will only accept and respond to appeals in English"
I will be looking at what the BPA say about that, especially as they are accepting contracts in Wales......
Anyway, the soft appeal letter has gone off today, to be refused and to get my POPLA code.0
