Getting boots altered

I'm not sure if this belongs in here but I couldn't really find anywhere else 
Anyways, I bought some new boots from a charity shop the other day and they are PERFECT, except for the fact that I have skinny legs and the boots are huge round the top. The rest of the boot fits fine, it's really just the leg that's an issue
So... Has anyone had their boots altered before? A quick Google search has told me that it is possible. Where did you get them done? How much did it cost? How long did it take?

i have had mine altered by an old fashioned shoe cobbler shop, I think they took about 3 days and cost £200
