Altering a pair of trousers

I have a very baggy pair of chef's trousers which fit perfectly at the waist, but have legs designed to fit an elephant. Whilst my legs are not exactly sylph-like, they are certainly not in the tree-trunk category!!!
I need to take the legs in - do I run a seam down the outside or the inside or doesn't it matter:o
