Equita Charges

Hello There.
Well, Here's the story last month we were contacted by Equita for Council Tax. We expected this. The first guy we had was a nice fella and We set up an agreement with him for the Amount due (305.13) Paying it off at 75 pounds a month.
Now here comes the problem, We were contacted a couple of days ago (Our next payment was due today) by a brand new bailiff. Claiming that he has taken over our case, (Which is now 230.13) And now he is demanding 397 Pounds. After asking why it has gone up. he said it was because he bought a Van to Levy our items and that comes with a charge.
I was under the impression that the charge can only be made IF he had actually levy'd any items (Which he did not as we live in a Private block of flats that he could not gain legal access to.) am I right in thinking this is not a legal Charge (I know of the 24 Pounds visiting fees) Any advice would be appreciated.
