Not on electoral roll

I moved in with my dad back in May this year and submitted documentation to my local authority to get myself on the electoral roll as i'm applying next week for a mortgage. I noticed that it wasn't reflected on my credit file, so contacted them in august to see when this would be done and they said iwas registered at my dad's - panic over.
they've just rang me now and said i'm not and i need to get a utility bill or council tax bill to them ASAP or i won't be added until november.
I'm still (and have been for 4 years) registered at my mum's - will this put the kibosh on a mortgage application? i'm raaaaging with the council at how badly they've handled this, potentially leaving me in the !!!!.
will providing bank statements for my new address go any way to resolving this?

It will depend wholly on the overall case and also the lender selection.
