Council Tax Band - Help - Do I, or dont I?

Just been through the council tax refund steps and it goes like this...

1 Checked my current band and Im on band C (1993).
2 Checked my house price for 1991, and it falls within band B.

out of curiosity I checked my next door neighbours and found the following...
he is in band D (2005) - house is almost identical except his is detached and on a corner - mine is a semi-detached.

doing the valuation check for 1991, his house also falls within band B.

I am now confused - do I contact the council to be re-banded to band B, or do I shut up because my next door neighbour is in band D?

I moved to my house in march 2004.

If anyone could offer me some advice, it would be very much appreciated.
