Preparing for winter

It's pretty chilly today in our home. We have a top floor maisonette so bedrooms are on fourth level, get strong gales from park opposite. It's only Sept but as it is getting cold, I need a few tips.

We only moved in end of Jan, so have not really had a full winter here and bit apprehensive as to how it will be. There are grill-type vents in all rooms except bathroom, and old tenant seems to have stuck tape over it to stop drafts, but is not effective just ugly. I think earwigs are coming through there too as one nearly dropped on my sleeping son last night! Can I put filler in the vent or is there another way to block it? It gets very cold from these points.

I have an internal wardrobe in my room not insulated and no flooring inside, wondered if I can do something here to warm my room?

There are carpets throughout, but no flooring in kitchen or bathroom or hallway. It is only cheap carpet too, with underlay in son's room and stairs (courtesy of a nice carpet-fitter!).

Generally, how do you keep warm/are there any tips for me to ride out the coming weather? I like to be prepared and as its our first place, I don't have much in, per say, but want to have it by Xmas.
