He says that if you don't get any daily surveys one day, then it's because you aren't eligible for any that day, and it's the luck of the draw. I think, reading between the lines, what he is trying to say is that we are pre-screened before being offered any surveys. If that's the case then why have demographic questions in the surveys themselves? If he's talking about the questions for the tick boxes, then that still doesn't hold water because often even if there are lots of tick boxes, you still can't get a survey.
The only thing I can think is that the survey companies know which surveys they are going to have available. They ask us to complete the tick boxes and the surveys are matched to the tick boxes. They then release the surveys but only a certain number each day (often I will get a survey one or two days after others have mentioned doing them). You then complete the demographic questions in the survey to match the demographics that the companies are looking for. So you go through two screening processes in effect.
I think that Swagbucks have been forced to let us do more than one because Toluna aren't getting sufficient responses or they're not getting the number of responses they need quickly enough.

Quite often there is no rhyme or reason for it, i was DQ from around 6 for being female either yesterday or day before.
Often times i'm DQ for silly reasons like 2+2 make 4or today is not thursday or god dammit the moon is bigger than the sun!!!!! NOT.
A lot of the surveys are just faulty and when the morons who run them finally figure it out they let anyone do them to get the quota they need to get paid.
If i ever go into business the last tool i would use would be a survey company, waste of money and time!0 -

I've had the same thing - been DQd for being male - but if a company only wants responses (for whatever reason) from a specific gender or age group then we will get DQd. I can live with that providing that these questions are asked at the start of the survey and not the end. I had two surveys today that were faulty and you are right whoever writes the surveys and the survey company should test them fully before releasing them.
