I am a council tenant and we recently had a new boiler and radiators put in. The work man said there was actually a small leak on the meter itself, so technically i have been losing gas and paying for it. Who should i talk to about maybe getting some sort or reimbursement or compo.

You wont get any, the leak would have been minuscule otherwise it would have been noticed during the annual checkup (or you would be at the pearly gates or should think yourself fortunate not to be).
It also (if it did matter) depend where the leak is, you state "on the meter", you need to be more precise.0 -
I agree the leak would have been tiny, you're not going to be owed hundreds and thousands of £. i would forget about it0
