Plusnet - Moving House - Conned?

This is the closest board I could find to this.
Moving in with my girlfriend and she has plusnet at her old place where she still lives, pays rent for and pays internet bills for...
When ringing to change address apparently Talk Talk has already taken over the line for the new tennants despite not living there yet (Mid-September)
Plusnet say she must either pay off her contract in full (6 months remaining) or take out a new 12 month contract at the new place...
Noone was given permission to take over that line whilst she lives there..
What can she do?!?
Help please

If she was moving out anyway a few weeks either way isn't going to make much difference. Actually she'd be saving money if someone else is paying the line rental...so I wouldn't bother.
