You should just ask the lenders to refund you any amount you are owed. They can be trusted to get the calculations right.
But you need to be careful with what you are asking. You say you've changed your mortgage twice with Halifax - you'll only have paid an MEAF if you REDEEMED a mortgage, not if you SWITCHED PRODUCT, and hence will only get any sort of refund if you have REDEEMED (i.e. moved house or changed lender).

Thanks... I think I must have redeemed it both times with the Halifax as I have 2 different account numbers. My mortgages were with Halifax, Northern Rock, Halifax and now I'm with Natwest.
You're absolutely right though, I do need to get the jargon right and have a clear idea of what I need to say before I tackle this. The thing is , I don't know what I need to say. Can anyone point me in the right direction please as I can't seem to be able to get to grips with it.

When you phone up the Halifax (for example) there is an option on the phone system under mortgages that deals with MEAFs.
Call them up and say you have heard about the ruling and you wondered if you were owed a refund on the difference. They will then ask for a start data, end date and a roll number (if you have it) before they can tell you if you are owed anything.0
