Strange tax code?

So if the tax free allowance is 9 thousand a year why is she only allowed to earn 1 thousand?? Or is that 1860 added to the tax free allowance? Even though she doesn't pay NI now because she's a pensioner she still feel like she's paying loads of tax. I've insisted she phones them with all her pension and work info so she's going to tomorrow. She only earns 15,000 a year in a job so it's not exactly high paying.

the tax free allowance is 9445 per annum
she has a state pension of about 5200 per annum : this is taxable but received without tax deducted
so they SHOULD reduce her taxcode code for her job to
9445 -5200 i.e. 4245 i.e. a taxcode of 424L
which is why she needs to phone HMRC and explain her tax code is incorrect0 -
