What is meant by 'functioning' kitchen/bathroom?

One of the things that seems to make most mortgage lenders run a mile is if there is no kitchen or bathroom in a property, but I'm unsure about what they mean by functioning/liveable?

Bathrooms I presume to mean having a plumbed in toilet and running water.

What about kitchens? Running water is a given, but I see many non-fixer upper properties where the seller has taken the oven. Would a mortgage lender really be bothered about this as presumably a buyer is going to get their own oven?

I suppose what I'm confused about is where is the line between liveable/unliveable?

    A couple of years ago I refurbished a property for a customer. The remortgage was held back until there was evidence of a functioning kitchen which the surveyor defined as a plumbed sink and 'evidence of fuel or oohing' which he clarified as an electrical or gas supply. However the electrical supply didn't need to be for a stand alone electric cooker. It just needed to be a 13amp socket.

    Lots of properties are sold without ovens - they're not all fitted! Never made any difference to mortgages as far as I know.
