I was having a play around yesterday izzey, clearing cookies, different browsers etc. - the only way I could vote more than once was to change IP address.
If your ISP (eg Sky) uses a dynamic IP address, as you say,this will change when you turn off your router, allowing you to vote again.

Aren't the emails you get after submitting your shop just confirming the claim? subject to the receipt being checked and accepted?
Then the 2nd email when they send payment to paypal is the confirmation one
