Oyster & a Penalty Fare Notice

Hello,
I made my usual morning commute yesterday to Cannon street and when I arrived realised I didn't have my annual travelcard with me (there are no gates at the station where I get on).
Fine, I thought, I'll go over to the Excess Fare Office, buy my return ticket and claim it back later, as I did a few years ago (you'd think I'd learn, wouldn't you?).
Now, a few years ago I had a paper ticket. Now, I have the same type of travelcard but loaded on a lovely shiny plastic Oyster card. Apparently since I now have an Oyster card they couldn't track my ticket on their system (Fair enough - not TfL, they're National Rail) so what he *had* to do was issue me with a penalty fare notice (Southeastern) which I could appeal and to buy my return ticket. He said once I got my Oyster record printed off and sent to them it would be fine and I wouldn't have to pay. He also said a tube member of staff would be fine giving me a refund on the tickets I used that day. The tube staff are not happy to refund my ticket, which is making me think that Southeastern are probably not going to be fine with me appealing the penalty fare decision and I have been given incorrect advice.
To the point - What details do I need to include in my appeal letter in addition to an apology?

Oyster is only the medium of which you hold your ticket on. Most TOCs let you forget your annual twice in a year so write to both Southeastern and the appeal body stating this as well as TFL. I think they allow twice also.

That's what I thought - that it didn't matter who issued me the ticket, as it was a season ticket I could forget it twice, no matter who issued it. I can't find on the TfL website anywhere that says this though.
