Virgin Media Charge for cancelling

Hi There,
My friend has been a Virgin Media customer for several months now and is intending moving house at the end of this month.
He contacted Virgin Media to inform them of this and has been hit with a £140 cancellation charge as he has not fulfilled his 12 month contract!
Is this normal? I think it is a joke personally.
The area he is moving to does not have cable, so he wishes to cancel indefinetly.
Can you please help my friend as I think he shouldn't have to pay this hefty charge for wanting to move house and cancel his cable.

There is a part in their terms and conditions listed on their website specifically stating that if you move to a non cabled area you will not be charged a cancellation fee.

I am moving to a non cable area and Virgin Media are saying as there are 7 months left on mmy 12 month contract I will need to pay £200!!
Does anyone have the link to their terms and conditions or has this changed now?

The fact that they've changed the T&Cs on their website and I can't find it now. I suggest you check the written T&Cs first issued with the contract.
