Driving Theory Test Tomorrow but forgotten Counterpart

My son has his driving theory test tomorrow but has left the counterpart of his driving licence at his flat 300 miles away:(
He does has the photocard part of his provisional licence and has his passport.
Does anyone know if he will still be able to take the test???
From the WWW.Gov.UK site it looks like he won't be allowed but I am not sure.
