Morning,
There are two types of venue - those which are licensed to host the actual ceremony, and those which are not, but where you could hold a reception.
If your sister wishes to hold the whole event in one venue she can only choose from licensed venues. Registrars will then come out and marry them. Alternatively, she may choose to marry in a church or registry office, and then travel to another venue for the reception.
All licensed venues are listed on their Local Authority website. For example, this is Heathrow Airport's local authority's listing: http://www.hillingdon.gov.uk/article/7117/Marriage-venues
Heathrow airport gives you access to West and South West London as well as central. The others have travel routes in to different parts.
She should also consider the amount of money her guests will be able to afford for accommodation, I guess. The further out of London the fewer hotels but possibly cheaper.

Weherspoons offers its Knights Templar pub (Chancery Lane) for weekend weddings.......I am employed as a manager in a financial services institution. My views are entirely my own.0
