First, I'd suggest you change a few details and make the victim a partially-blind, penniless grandmother living on disability/war widow pension so to make the story much more compelling. Also change the thief to someone Asian or with an Arabic sounding name so they play into the stereotypical villain so beloved of the gutter press and certain news organizations...

The FOS would tell you to take a hike. You cannot complain to them anyway as you havent gone through the complaints process. The courts would tell you to get lost as well. Indeed, it would probably be thrown out before even getting there as you have suffered no loss in either name or financial terms.
