Mortgage LTV Help

I am just about to buy a property from a house builder. The selling price for all of the properties is £235k, but as it is the last one in the phase, and someone who had exchanged on the property had pulled out, they have accepted £219k.
The exact same property next door sold for close to asking price.
How is my LTV calculated? On the value of £235k or the buying price I have agreed?

Its on the agreed pch price (or valuation if it comes in lower).

Hi, the property was already built and came with carpets and flooring, upgraded kitchen, shower in 2nd bedroom, turf in garden already
I asked them to pay my Stamp Duty on top.0
