Letter from Rockwell Debt Collection Agency

I received a letter today from Rockwell Debt Collection Agency, saying that I owe over £2000 to their client.
I sent them a letter asking to prove it as suggested from here and this is the e-mail I received back.

Thank you for your email and attached letter received on 1 August 2013
regarding the above account.

Please be advised that this balance of £2,535.42 relates to a NatWest
Personal Term Loan - Capital & Interest, which was taken out on 1
March 1996, with the account reference 60505110227598. Please note
that NatWest is now part of the RBS group. Our client, Arrow Global
Ltd later purchased the account and instructed us to deal with the
matter on their behalf 21 October 2004. Regrettably, due to the
length of time since this loan was taken out, a copy of the original
agreement is no longer available. We have previously tried to contact
you, including at this address as it was the original address held for
you.

Our investigations lead us to believe that this matter relates to you
and the balance above remains outstanding. We trust that this
information will assist you in recognising this matter and look
forward to receiving your co-operation in settling the outstanding
balance.

However, in order to bring this matter to an early and amicable
conclusion, we are able to offer a significant saving on your current
balance, as we are able to accept a reduced amount. To take advantage
of this offer call us on 01702 444799 or respond to this email,
quoting our reference number found at the top of this letter. We will
hold the account for a further thirty days awaiting your response.

Once the settlement amount has been paid we will send a confirmation
receipt for your records. When your payment clears we will instruct
our clients to update your credit file with the amount paid, where
applicable. When your credit file is updated by our clients it will
show as partially satisfied; the remaining balance may still show on
your file, however you will not be pursued for this amount.

We look forward to hearing from you and thank you for your co-operation.

    From what I can see it's Status Barred... Do you remember the last time you made a payment to the loan, or even acknowleged the loan, ie- "I can't pay this right now."
    Some times you have to hold back to go forward to where you want to be.

    Like a catapolt!

    Umm SB springs to mind here, if you know the relevant dates...

    I would be doing a DPASAR on Arrow Global to get all the records. This will focus their minds for a bit. of course make sure Rockwell are CC'd on this letter.

    I would not be giving anyone my email address

    I would also be sending letters to the Data Controllers at Arrow Global and Rockwell to remove all telephone numbers and email addresses from their records and only communication from the date of the letter is to be writing.

    Recorded delivery for all letters of course.

    Oh my now original agreement so this also needs to be fully investigated by the FOS..

    Do not forget to head all the letters Account in Dispute. I do not owe your company any money.

    Dearest debt collectors, as you are unable to provide any proof of claim particularly any signed documentation I therefore have no other course of action than to reject your claim.
    I can therefore not confirm or deny the person you seek is me in absence of any proof of claim or accept any liability and the matter is closed.
    I do see the account which you are attempting to obtain joinder with me is dated 2004 so even in any production of any proof of claim I would refer you to the Limitation act 1980 which gives creditors 6 years to bring legal proceedings, not withstanding if you can produce proof of claim to which by your admission you have failed to obtain

    I thank you for your time, however I must warn that I shall take immediate legal action for any adverse effect or action brought by yourselves that either damages my commerce or financial position by making false entries in to credit reference agencies.
    The matter is now closed.
    Any further communication shall invoke my administration fee of £45 per response.

    Also, given the age, it requires a copy of the original CCA.
