HTB and increased Solicitors costs

In addition to my pain around my valuation, I received a letter from my solicitor saying they need to charge me £250 + VAT to deal with the HTB element of my application as there are significant amount of documents to review.
Is this correct, any solicitors out there that can confirm this si the case and another £250 + VAT is a fair amount.
I am a bit surprised they are telling me now as they knew it was HTB when they first quoted me.

None of the six or seven solicitors we use charge extra for HTB and we do a lot of leasehold flats which are normally more expensive.I am a mortgage broker. I have had to pay an additional £125 for HTB through my solicitor. I got 3 quotes and they all charged roughly £125 - 150.0
