Putting in an Offer

I wanted to ask, when I have viewed a property that I like, should I put an offer in or should I get a second viewing first?
Also, whats a good value to offer? I mean, is it ok to put in an offer of say £7000 below asking price?

go as low as you can to start with but you need to make sure they take your offer seriously.
