    I would write to then and ask them to send someone out to explain the process. If you have a communal bin and the issue is that it was full then you could take the line that they have not provided adequate communal bins or that the neighbours are using the space in the bins.

    If the process is unclear you could ask them politely and if they do not help make a complaint to your Council, write to your councillor etc
    Few people are capable of expressing with equanimity opinions which differ from the prejudices of their social environment. Most people are incapable of forming such opinions.
