Help needed re having to pay for NVQ 2

Hi, hopefully someone can shed some light on whether what I am being asked to do is right. I worked as a care worker at a certain home where I did my NVQ 2 (I was 21 when I completed the course), I have since left to work at another care home, 4 months after completing the course. The other home is now asking me to pay for the NVQ (£455) as I have now left their employment, is this right. The home I now work at has said they don't do this as its a free course and supported by the government? I need my paperwork to say i have completed the course but they will not release it till I pay!! Any advice very welcome, Thanks

It depends what it says in your contract I think. A lot of employers ask you to repay training costs if they pay for you to do a qualification and then you leave shortly after.

It is normal that employers ask for contributions to training costs when you leave within a certain period of time. This does have to be agreed within the contract though so best to check that.
Contrary to popular belief though, the certificate is always the property of the awarding body, not the employer, learner or whoever paid for the training. Contact either the training provider or the awarding body (City & Guilds/CACHE/NCFE etc.) to get a replacement certificate although there will likely be a small charge for this.0 -

Unit Certificates and Qualification Parchments are awarded by NEBOSH to the person named on the certificate to denote their successful completion of the assessment and not to the organisation or individual(s) that funded the student's course of study.
Certificates also contain personal details protected by the Data Protection Act (1998) and are therefore the property of the student."

Guidance we had from the awarding bodies was that the certificate was the property of the awarding body and that we had to change our systems so that they were sent to the learner rather than the employer (or whoever paid for it) because of situations exactly like this one where the employer withholds it.0
