Royal Mail-didn't pay full postage

My friend received a letter stating that royal mail can't deliver an item to her because there is a fee to pay.
She really has no ideas of what the item could be and not really expecting to receive anything. But she still would like to know what the item is about before deciding to accept or refuse delivery.
Basically she just wanna know if it is possible to call up the local delivery office to ask what the item is or who the sender is, but not sure if the staffs in the post office will be willing to disclose that kind of information over the phone or not?
If not, it is possible for me, as a friend to check out the item for her (with her passport)? She is working full time currently and will be out of London next week Wed and will be back 2 weeks after, she really wishes to find out what exact the item is about as soon as possible.

Certainly you can go to the delivery office on her behalf but there is no guarantee that they will show you the item before you pay.Lost my soulmate so life is empty.

At my local delivery office they have always been willing to let me have a look and feel of the underpaid item before I decide whether to pay, but I have heard of others being less than helpful. You won't know until you try!0

I not the recipient. The recipient is my friend and flatmate. She does not really have time to go to the local delivery office to check out the item herself and wish to know if she can get an idea of what the item really is over the phone, or I as a friend, going to the local office (with her passport) to check it out for her.
But I think she will just have to go there herself.

Our local sorting office is open on Saturday mornings & I'm sure that would apply to all sorting offices. If she doesn't have time to go during the week, Saturday might be best bet for her.0 -

How much do they say is owed?
There is a £1 handling charge plus the difference in postage cost. So £1.50 would be a standard letter that hasn't got a stamp. £1.09 would be the cost of something larger than A5 that has a standard first class stamp on it (the 9p is the difference between standard first class and larger than A5 second class).
Unless the envelope has a return address on it the Royal Mail staff wouldn't know who it is from.0
